Islamabad: Khyber Pakhtunkhwa Chief Minister Ameer Haidar Khan Hoti has said
that administrative and economic autonomy under 18th amendment has increased
responsibilities of provinces manifold and the government of Khyber Pakhtunkhwa
is preparing plan for better dispensation of these responsibilities.
He expressed these views during a lunch offered in honor of members of
constitutional committee of the parliament at Khyber Pakhtunkhwa House Islamabad
Leader constitutional committee Mian Raza Rabbani, Senator Afraseyab Khattak,
Wasim Sajjad, Zahid Khan, Ahsan Iqbal, Raja Pervez Ashraf, Hamayun Saif Ullah
Khan, Rahmat Ullah Kakar, Abdur Razzaq Tahim, Professor Khurshid Ahmad, Munir
Orakzai and Bushra Gohar participated in the lunch. Senior Provincial Ministers
Rahim Dad Khan and Bashir Ahmad Bilour, Provincial Ministers Mian Iftekhar
Hussain and Hamayun Khan were also present on the occasion.
The Chief Minister termed 18th amendment a historic decision after creation of
Pakistan, which not only resolved long-standing matter of provincial autonomy
but also provided actual identity to the Pakhtuns in a better manner. He said
that it is hard to thank constitutional committee under Mian Raza Rabbani in
words over good news of 18th amendment after tireless efforts of nine months.
“Now it is the provinces rather our turn to complete its implementation within
one year.” He declared.
He said that the provincial government has constituted a committee under
provincial minister for Information Mian Iftekhar Hussain for this purpose which
include ACS and representatives of concerned departments adding that the
committee is chalking out strategy for resolving all matters related to autonomy
given to the provinces including planning, capacity building and time frame. He
said that all political forces of the country are proud of performance of the
CM Khyber Pakhtunkhwa said that this success augment this fact that democracy is
the right system for the country and solution to all problems lies in democracy
adding that it also proved that political parties and leadership have the
potential to face the challenges confronting the country.
Leader constitutional committee Mian Raza Rabbani congratulated the people of
Khyber Pakhtunkhwa for attaining actual identity that is the fruit of historic
and continuance struggle. He said that elimination of concurrent list, control
over provincial resources, transfer of administrative and economic powers, NFC
award and other steps under 18th amendment are positive steps toward provincial
autonomy. He clarified that foundation of 18th amendment was laid for securing
structure of constitution adding that commission has been formed for
implementation of the amendment and its formal meeting had already been
commenced. Federal departments transferred to provinces had been asked to submit
recommendations and suggestions to the commission within 15 days. Same request
had also been made to establishment division and finance in order to settle
matters of administration, men power and staff. He said that Prime Minister Syed
Yousuf Raza Gellani would soon chair inter-provincial meeting with all four
chief ministers in this connection and high officials of the provinces.
